EnhancingASEAN’sRoleinPromotingMutualTrustandMaritimeSecurity

AstheglobalstrategicandeconomicweightsareshiftingtowardAsiaandthesecurityuncertaintyassociatedwithsuchshifts,couplewiththepersistingnontraditionalsecuritythreats,allcountriesintheAsiaPacificmustpullthemselvestoforgeamorerelevantandcoherentmultilateralstructurethatcouldhelpthemaddressoldandnewsecuritychallenges.

Overtheyears,ASEANhasbeentryingtopromotemutualtrustbywayofencouragingregionalcountriestobuildstrongerpartnershipofconfidenceandunderstandinpolitic,economicandsocialdimension;andatthesametimeASEANhascontinuetopursueasecurityregimethatisopen,inclusive,transparentandoutwardlooking.SuchsecurityarchitecturemuststrivetostrengthenglobalnormsanduniversallyrecognizedvalueswithASEANasthedrivingforceworkinginpartnershipwiththeotherparticipantsoftheEASregiontowelcomemorepartnersforpeaceandavoidthosewhoplayoutwiderrivalriesintheregion.

AllAsiaPacificcountriesneedtobemorevigilantandrecognizesthepotentialoftension,miscalculationandconflictwhichcanserveasfaultlinesandcreatedifficultiesbetweennationsastheystrivetomaximizetheirinterests.OneofthemostpotentregionalflashpointhastodowiththesecuritytensioncreatedbyvariouspartiesintheSouthandEastChinaSeaandbigpowercompetition.Ifleftunattended,thesetensioncoulderuptintoconflictthatcoulddestabilizehardearnpeaceandprosperitythattheAsiaCenturyhastooffer.

ASEANledsecuritymechanismsprovidethefoundationforallcountriesintheAsiaPacifictomakecurrentpeacemoredurablethroughthehabitofdialogueandbuildingstrongercommoninterest,soastohelptheregionwithstandandresolveserioustensionsastheyarise.ASEANneedstoworkcollaborativelywithallcountriesintheEAStotacklesensitiveandcommonregionalinterestmoreconvincinglyandprojectitscollectiveleadershiponissuesofregionalandinternationalconcerns.

AssuchASAENmustenhanceitsrolebyworkingcloselywithallpartiesinvolvedforthesearchofaviablemechanismtodeepenmutualtrustandsettlepossibleinterstatedispute,coordinateresponsestotransnationalsecuritythreatandbalancethecompetingpowersinordertoguaranteepeaceandstabilityintheregion.
