KATHMANDU, Feb. 28 (Xinhua) -- Nepal's constitution drafting body Constituent Assembly (CA) is preparing to adopt a fast-track model to promulgate a new constitution within the next 11 months.
A fast-track model means number of the committees in the CA will be decreased and the tasks formed by previous CA will be accepted by the new CA. Many procedural hassles will also be removed from CA rules of procedures this time.
Parties have pledged to deliver a new constitution within a year and one month has already elapsed since the first meeting of CA on Jan. 22. Nepal's parties are in a tight-deadline of drafting a new constitution.
Chairman of the CA Subas Nembang has already said that countdown of deadline of drafting a new constitution has already begun, urging the parties to focus on constitution related tasks.
A cross-party committee of CA entrusted to prepare new rules of procedures of CA has proposed to form only five- committee for the purpose of writing a new committee.
In the earlier CA, there were altogether 14 committees, but the number has been decreased with a view that so many members in the CA would not be helpful to write a constitution within a year.
The rules of procedures aim to prepare a first draft of new constitution within the next six months and finalize within the next 11 months. the new rules of procedures have also settled the disputes related to taking the ownership of the progress made by erstwhile CA.
A cross-party committee will be formed to undertake a detail study regarding the works accomplished by the previous CA. "A cross-party committee inside the CA will prepare a report about the agreed and contentious issues related to new constitution and present at CA," Lawmaker Laxman Lal Karna involved in preparing the rules of procedures told Xinhua.
Nepal will formally start the process of constitution drafting from next week after finalizing the rules of procedures. The chairman and vice-chairman of CA have already been elected and parties are preparing to fix the leaders of five committees of CA to expedite the constitution drafting process. Enditem
